I think that the yuan-ti can be extremely strong in the right campaign and in the right character concepts, but they have a reasonable comparison from the PHB. Overall, this ends up being a wash with either race gaining advantage in certain character concepts. Having two mental stat bonuses also guarantees a wasted stat for non-skill monkeys or non int-cha multiclass characters, which is pretty much true with an int bonus regardless.
